Recent government requirements for Haryana sites

The rules have tightened, inspections are real, and non-compliance risks site closure. Under the CAQM direction of 11.06.2021 (issued under Section 12 of the CAQM Act, 2021), every C&D project of 500 sqm and above in Haryana's NCR districts must register on the Dust Pollution Control Self Assessment, HSPCB portal at dustapp.hspcb.org.in and maintain live PM2.5/PM10 sensor feeds, CCTV, anti-smog guns and physical dust-control measures on site. The Haryana State Pollution Control Board (HSPCB), established in 1974, is the state authority responsible for pollution control across Haryana. For construction and demolition sites in Haryana's NCR districts, HSPCB operates the Dust Pollution Control Self Assessment portal at dustapp.hspcb.org.in. HSPCB's broader regulatory powers — consents, inspections and environmental norms — apply statewide, and it is a separate regulator from Delhi's DPCC.

Which Haryana sites need HSPCB Dust Portal registration?

Any construction or demolition site with a plot area of 500 sqm or more in Haryana's NCR districts — Gurugram, Faridabad, Sonepat, Panipat, Rohtak, Jhajjar, Rewari, Bhiwani, Charkhi Dadri, Mahendragarh, Nuh, Palwal, Karnal — must register on the Dust Pollution Control Self Assessment, HSPCB portal at dustapp.hspcb.org.in before starting work. This applies to current as well as upcoming C&D projects.

Do RMC plants and C&D waste sites also need dust compliance?

Yes. CAQM and HSPCB have issued dust-control requirements covering RMC/batching plants and C&D waste management in the NCR region. We handle the equipment (AQI sensors, PTZ cameras, anti-smog guns, wind barriers), the dust-control measures on site, and portal/consent support applicable to your facility.

What is the CAQM direction that applies to Haryana NCR sites?

The Commission for Air Quality Management (CAQM) issued a direction on 11.06.2021 under Section 12 of the CAQM (National Capital Region and Adjoining Areas) Ordinance/Act, 2021 requiring all C&D projects of 500 sqm and above in the NCR to comply with dust-control measures. HSPCB enforces this direction in Haryana's NCR districts.

How is HSPCB different from DPCC?

HSPCB (Haryana State Pollution Control Board, headquartered in Panchkula) regulates the state of Haryana, including its NCR districts. DPCC regulates Delhi. Both boards operate under CAQM's overarching NCR directions, but registration, portals and enforcement are handled independently by each regulator.

What happens if my site is not compliant during GRAP?

HSPCB actively inspects sites during GRAP stages and has issued closure notices and Environmental Compensation (EC) penalties to non-compliant construction sites in Haryana's NCR districts during GRAP-2 and GRAP-3 periods. Getting compliant before inspection is materially cheaper than responding to a notice afterwards.

Do Red-category industries in Haryana need OCEMS as well as PTZ cameras?

Yes. For Red category industries Haryana-wide, CPCB and HSPCB now expect a CSIR-NPL certified OCEMS (Online Continuous Emission Monitoring System) at the emission point, doing continuous stack emission monitoring with real-time emission data pushed to the board's server. PTZ cameras covering the stack outlet and analyser shelter sit alongside it, and both are increasingly written in as a Consent to Operate (CTO) condition — with the same expectation flagged at the Consent to Establish (CTE) stage for new units.

What equipment does my site need?

Under CAQM/HSPCB norms, sites are expected to have continuous PM2.5/PM10 sensors with live dashboard feed to the HSPCB portal, CCTV/PTZ cameras for site supervision with DVR/NVR backup camera feed retained on site, anti-smog guns deployed in proportion to plot area, wind barriers and green net covering, covered transport of construction material, regular water sprinkling and dust masks for site workers.
