GRAP Stages Explained — What Every Delhi NCR Builder Must Do at Each Level

Every winter, a WhatsApp screenshot of a CAQM order does the rounds and site managers scramble to figure out what is banned this week. The Graded Response Action Plan (GRAP) is actually a predictable four-stage framework — once you understand the AQI triggers and the corresponding restrictions, GRAP season becomes manageable instead of panic-driven.

How stages are triggered

The Commission for Air Quality Management (CAQM) reviews Delhi NCR AQI daily and invokes stages based on forecast and rolling average — not just current reading. That means stages can be pre-emptively imposed even if today's AQI has dipped.

• Stage 1 (Poor) — AQI 201–300
• Stage 2 (Very Poor) — AQI 301–400
• Stage 3 (Severe) — AQI 401–450
• Stage 4 (Severe+) — AQI above 450

Stage 1 — baseline good-hygiene rules

Nothing is banned but the fundamentals are audited more aggressively. Sprinklers running on unpaved areas, covered material stockpiles, wheel-washing pit operational, mechanised road sweeping in the vicinity, and no open burning anywhere on site.

Stage 2 — ramp up dust suppression

Anti-smog gun operating minimum 6 hours daily. Water sprinkling frequency doubled on haulage roads. Diesel-gensets switched to CNG/dual-fuel where available. Traffic to and from the site staggered to avoid peak hours. Officers begin surprise inspections of the AQI sensor and PTZ camera feeds.

Stage 3 — the first construction restrictions

This is where most builders start losing productive days if they are not prepared. Non-essential construction activity — excavation, boring, structural demolition, batching-plant operation off-site — is banned. Essential and interior work continues if dust-control is verifiable via PTZ camera on the DPCC portal.

• Excavation and earthwork — banned
• Demolition (except emergency) — banned
• Cement plastering and painting — banned outdoor
• RMC batching plants — operations restricted
• Interior finishing, MEP work, tiling — permitted

The distinction between banned and permitted activity is what the officer decides on site. Clear signage, activity logs and PTZ camera history are what protect your right to continue permitted work.

Stage 4 — emergency measures

All non-linear public-project construction is halted. Private construction is banned except for hospitals, railways, metro, national security and defence projects. Trucks carrying construction material into NCR are turned back at borders. Even during Stage 4, interior finishing on already-enclosed structures may continue with strict PTZ documentation.

How to protect your project across the season

1. Front-load excavation and structural work to pre-October where possible
2. Enclose the structure by end-October so interior work is unaffected by Stage 3
3. Keep AQI sensor uptime above 95% — officers ignore appeals from offline sites
4. Maintain a daily activity log by hour, signed by the site engineer
5. Photograph and portal-upload dust-control status at 9am, 1pm and 5pm during Stage 3+

What to do the day a stage is invoked

CAQM stage orders are usually issued in the evening for the next day. Have a written stage-response protocol at the site office — which activities pause, who informs which contractor, and which log entries are made. Sites with a documented protocol close notices faster than sites reacting ad-hoc.
